I recommend one of these http://www.webhostingtable.com
Fatcow has the best offer right now.
Their standard price is $88/year
but they have the 50% sale right now.
Disk space: Unlimited
Bandwidth: Unlimited
A Free domain name
Unlimited domains and subdomains
Price: $44/year
They’re one of the oldest hosting companies, founded 1998, they’re also one of the largest, currently hosting about 500,000 websites.
Their hosting plan includes a web builder, so you can create your site just by drag and drop (without any programming), or you could install Wordpress (easy, one click install from their control panel), choose a theme that you like, and start adding content.

Registering a domain name and hosting are two different thing.
First, you buy your domain name from a domain Registrar, which is what you are referring to as "Registering a domain"
Once you have a domain name registered, you need to find a good reliable hosting company that you can afford and offers great support and the right type of server.
Linux is the most widely used server. Look for one that offers support and good reviews.
I work for a company that uses onlinenic as a registrar for our domains. YOU can NOT register a domain there without an approved account. However, you can work with a third party (like us) who would register the domain on your behalf for $10.00/year.
We also offer full support hosting for as little as $4.95/month.
NOTICE: I am not telling you to use our services. If you google, you will find thousands of great registrars and hosting providers. Make sure you read reviews. Don’t pay any more then $12.00/year for your domain or they are ripping you off.
If you find a domain for free or very low price BE CAREFUL, there are often hidden terms and conditions with that too!
BEWARE many companies offer "unlimited hosting" packages for very cheap prices. Their definition of unlimited means that they put you on a big server with a billion other sites to share the space. These type of servers can become overworked and very slow because of all of the many accounts sharing the "unlimited" space

I used to have my domains registered with GoDaddy, but their domain management interface is notoriously slow. I think it’s because GoDaddy has become too popular and crowded for their own good. I have since switched to NameCheap and I have had a pleasant experience so far. Their interface is quick loading and the easiest to use.

If you want to start your website I recommend purchase your domain and hosting together. In this way it is possible to get your domain for free. Some hosting services offer this gift today.
As an experienced webmaster I recommend BlueHost service which I’m sure it would work for you and fulfill all your requirements. They have a really great offer for hosting & I have used them for over 3 yrs now, and have never had a single problem with them.

This is a generic question. Im sure there are millions of opinions on this.
I use http://www.hostingmommy.com
They have cheap domain name registration, cheap hosting, over plans for specific time periods and has a bunch of free features such as domain parking, and free hosting and email with every domain name registration. Basically you can have you site up and running and then once customer approves upgrade the plan. They have site builder tools.( WYSIWYG editor)
They also have free ad-don tools such as CMS ( Drupal, joomla!, MediaWiki etc) These are all beneficial as it allows your customers to manage their own content via web page once you have it all setup.
